How do I access a PLC with Ethernet Card and static IP adress from the Internet?

I have problems connecting to the Vision when using Visual Basic. When the PC is connecting to the Vision through Visilogic, you can notice the Baud Rates changing at the bottom of the screen. When it gets the right settings, it connects. During the process, you will see 'send break signal'. Is this something that we can use to help connect through the Visual Basic? What is it? Usually it connects right after you see it.
