Unitronics.Notifier.exe Question

Hi again all,

can the creators please explain what this .exe does and when, and why it sometimes persists after the program closes.  It is not running as a service, appears to be initiated on start of Unilogic, sometimes starting a number of instances on the same port each opening (but different each time), and then perhaps retaining one after close.  Behaviour doesn't seem to be consistent each time.
