when I try to open older version of unilogic it won't let me create a blank program

I don't understand this. I have multiple versions of UniLogic on my computer. I can open any version and create a blank project.

a blank program to be able to go "online"

UniLogic does require the actual identical project file to what is in the PLC in order to go online. Just make sure you have that and the actual version of UniLogic that the file was created with.

However I have been doing some work with the Data Table Editor in the SD Card Suite. Could this have caused the issue? Or is it referencing a different database entirely?

    Different database (to my knowledge).

This is interesting, I actually don't have .79 installed, only .65.

Has the project file been opened (and saved) by anyone else?

  3. I've seen far too many posts over the years from people who lost days or weeks of work because of a corrupted project file. It happens with the best of software and the most reliable computers. There is one simple trick you can do to minimize your loss - every so often (I do it at least every day), when you've made sufficient changes that reconstructing them would be painful, save your file with a new name (typically just change a rev number). You will now have multiple copies of your file and if the latest file goes bad, you have an available backup.

Further, as you should with every data file you have on your computer, back up to another location (or two!). I back up my data to a thumb drive every time I leave my computer and additionally back up my desktop data to my laptop (and vice-versa) when I use my laptop.

Now ask me if I've ever lost any critical data. The answer will not surprise you.

I always set up my program saves as a number of alternate names I "FIFO" through , or do continuously progressive ones, for the very reason you are sadly encountering now.

This is great advice for every programmer. I probably overdo it, but I save a different version every day. That way I cannot lose more than one day's work. If it takes me 10 days to complete a project, then there are 10 files on my hard drive. I also back up my files to a thumb drive every time I step away from my computer. Yes, I'm paranoid, but I NEVER lose my work to an unexpected event.

But when i open the new .vlp from the person that writes them currently.  I open it then import the tables and operands, then stop,  download and reset?  or do I do the download first,  then the operands and tables?

    Download first.

This is not necessary, but with a new PLC I like to download a blank project first, do an Initialize & Reset, then download my project. This makes sure all memory in the PLC is cleared out.

I can't see the whole cabinet, but top right corner is an unusual place for the panel.

Agreed, but I believe this is a real business and this is a real controller in operation. The business is called Dark Matter in Chicago (a coffee house and roaster). If there are any forum members near, it might be fun to drop by and take a look.
